The Directorate-General for Structural Reform Support (DG REFORM) supports Member States of the European Union to design and carry out structural reforms to build more effective institutions, stronger governance frameworks and efficient public administrations with the ultimate goal to support job creation and sustainable growth.
Greece has requested support from the European Commission under Regulation (EU) 2017/825 on the establishment of the Structural Reform Support Programme (“SRSP Regulation”). The request is part of a reform process that has started in 2010, partly with support from the European Commission. Since then, Greece implemented reforms on, among others: (i) organisational changes to courts; (ii) operational and procedural issues; (iii) speeding up case processing; (iv) enabling and facilitating recourse to alternative dispute resolution mechanisms; (v) encouraging the adoption of information technology; (vi) revising outdated legislation; and (vii) conducting consolidation and codification projects.
The projects that have been implemented in recent years provided numerous recommendations to the Greek Ministry of Justice regarding judicial reform. In order to enhance the reform process and maintain the momentum for effective implementation of the recommendations made through past projects, DG REFORM has selected CILC to assist Greece in the following areas:
– Improved Court Administration;
– Increased empowerment of Judges
The outcomes of this project are as follows:
– Outcome 1: Improved administration in civil, criminal and administrative courts;
– Outcome 2: Increased empowerment of civil and criminal court judges
The specific objectives are:
– Strengthening and streamlining the administration of criminal, civil and administrative courts by supporting the implementation of a new model for court administration.
– Empowering civil and criminal court judges by:
- providing appropriate and credible procedures for their evaluation and promotion;
2. providing trainings on specialised technical topics.
