Project description

This proposed training focuses on increasing the technical skills and social awareness of Moroccan legislative drafters. The aim is to help them increase their positive impact on society. This training program therefore also contributes to the overarching goal of the Shiraka Training Program to help modernise and democratise partner countries in the MENA region.

This project plan presents our understanding and approach of this tailor-made training (TMT). Our approach is based on the preliminary G2G information provided by RVO, as well as on lessons learned from the delivery of various similar training programmes, most notably the Shiraka and Matra South Training Programmes on Legislation which CILC has consistently delivered since 2012. More specifically, CILC has cooperated bilaterally with Morocco on rule of law matters since 2009. Such projects have included capacity building trainings for Moroccan institutions such as the Conseil National des Droits de l’homme, Amicale Hassania, Association of Moroccan Young Lawyers (AMYL), Institut Supérieur de la Magistrature and the Ministry of Justice of the Kingdom of Morocco.

The training will be offered to 20 employees of the Moroccan Secrétariat Général du Gouvernement, and will lead to the following results:
• Increased understanding of the Dutch legislative drafting system;
• Inspiration to innovate in the Moroccan sphere through increased exposure to best practice of another jurisdiction;
• Expanded Dutch and international and regional network of peers.

The objective of this course is for civil servants working in the field of legislative drafting to strengthen their knowledge and skills enabling them to lead and inspire the modernisation of legislation in Morocco. The course also aims to strengthen participants’ ties with the Netherlands and the Dutch government, especially between Dutch civil servants and their counterparts in the target countries.

In the framework of the Sustainable Development Goals (SDGs), this training contributes to SDG 16, ‘promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels’. A sound legislative framework and solid legislation contributes to fostering trust between the government and its citizens. During this training, it is specifically aimed to discuss how to make responsive legislation that works and appeals to the needs of society.
