Project description

The aim of this project was to help harmonise Russian civil and administrative procedure law. It was formulated at the request of and in consultation with the Chairman of the Russian Highest Arbitration Court and the Deputy Chairman of the Presidential Council on the Harmonisation of Civil law. The project activities included meetings of the Russian working groups with Dutch experts, conferences, written expert opinions and publications.

    From 27-30 May a delegation of Russian legal aid experts visited the Netherlands to acquaint themselves with the Dutch legal aid system – one of the most developed legal aid systems in Europe – and to discuss the overall organization, the quality and effectiveness of state legal aid systems.   • Russia // Legal Aid Roundtable in Samara 25 January 2013
    On Tuesday 22 January CILC took part in a roundtable in Samara that was organized by its Russian project partner PILnet. This roundtable hosted by the Samara Bar Chamber brought together representatives of various regional institutions that work on legal aid, such as the Samara Ombudsperson, Samara regional parliament, the Ministry of Justice, and several legal clinics, as well as representatives of the Bar Chamber of Ulyanovsk and the Sverdlovskaya Ombudsperson’s office. The roundtable focused on regional legal aid systems in Russia, their development and best practices. The federal law on legal aid, its regional implementation, regional legislation, coordination activities of different legal aid providers, quality in legal aid, and the future of Russian legal aid were high on the agenda.   • Russia // Quality standards in legal aid 11 December 2012
    Tuesday 27 and Wednesday 28 November CILC organized a working meeting in Moscow on legal aid delivery in the Netherlands. Russian legal aid experts were briefed by CILC experts Herman Schilperoort and Edwin Borghs – Executive Secretary and Staff Executive of the Dutch Legal Aid Board – in a two day event that was staged at the Moscow branch of the global network for public interest law, PILnet. CILC experts Borghs and Schilperoort (first and second on the right) with PILnet Director Shabelnikov, legal aid expert Olga Shepeleva and social scientist Asmik Novikova (first, second and third on the right) at the working meeting in Moscow. The working meetings focused on quality standards and quality assurance in legal aid provision and on ways to monitor the effectiveness of the legal aid system.
