In the framework of an EC tender in Macedonia (Further support to independent, accountable, professional and efficient Judiciary and promotion of probation service and alternative sanctioning), CILC is currently looking for experts for the 3 Key Expert positions described below

Key expert 1: Team Leader/Expert in Judicial Capacity Building (indicatively 420 working days)
The Team Leader (Key expert 1) will have overall responsibility for the sound management of the project and the efficient use of project funds following EU standards. The Team Leader will be responsible for the field management of the team of experts, which will be composed of a number of international and local experts. The Team Leader should have the possibility, in consultation with the Contractor’s Project Director (to be covered under backstopping), to mobilise backstopping expertise to address unforeseen problems and technical issues. The Team Leader, where appropriate, shall also provide the necessary technical assistance/advice in the area of his/her expertise.
Qualifications and skills
- Education at least Master degree at University level in law or equivalent 5 years of general professional experience above the minimum general professional experience requested below.
- General professional experience
- Minimum 10 years of general professional experience as legal practitioner, such as a judge, prosecutor, attorney and/or legal advisor in justice sector.
- Specific professional experience
- At least 5 years of working experience in management and/or implementation of judicial reforms;
- Experience in implementation of at least one similar international project in justice sector
- Previous working experience in the Western Balkan region would be an advantage.
Key expert 2: Senior legal expert (indicatively 210 working days)
The senior legal expert in implementation and/or evaluation of independence, impartiality and efficiency standards in the judiciary; will assist the team leader and other project experts in preparation of analysis and recommendations on the functioning and accountability of the Judicial Council and the Public Prosecution Council and the legal framework governing the work of these councils including also monitoring, appraisal, promotion and disciplinary procedure; preparation of new methods and tools for strategic planning of the Councils and the Supreme Court, Strategic Plans of the Councils; preparation of Analysis with recommendations for improved court and case management, and human resources management in courts and Public Prosecution Offices and appropriate and concrete medium and long term Plan for the management of human resources in the Judiciary. Moreover, the expert will support the team leader with respect to the development of mechanisms for detection and sanction of corruption cases within courts and public prosecution offices. Furthermore, the expert will conduct training needs assessment, preparation of training curricula and programme and delivery of training for the Council members, judges, public prosecutors and their supporting/administrative staff for implementation of the relevant legal framework.

- At least 5 years of experience in design, implementation and/or evaluation of independence, impartiality and efficiency standards in the judiciary;
- Experience in implementation of at least one similar international project in the justice sector;
- Experience in delivery of training will be considered as an advantage.
Key expert 3: Senior legal expert (indicatively 210 working days)
The Key expert 3 will be co-responsible with the Team Leader in providing assistance for preparation of the law on probation and of secondary legislation; Assistance for a plan/working procedures and other relevant documents for implementation of the execution of the alternative measures such as house arrest as well as sanctioning of the improper behaviour of the person to whom an alternative measure was imposed; analysis of the needs and the economic possibilities for the training of the convicts in order to engage them in the production of certain products. Also the expert will conduct specialized training for trainers for the probation officers for all the tasks included in their job description; training of the staff in the civil services, public enterprises, and humanitarian organisations; training of the professional public (journalists) in terms of proper information and promotion on media campaign activities for improving the perception of the alternative measures.

- Education at least Master degree at University level in law or social sciences or equivalent 5 years of general professional experience above the minimum general professional experience requested below.
- General professional experience
- At least 10 years of experience in the field of execution of sanctions;
- Specific professional experience
- At least 5 years of experience in implementation of the execution of alternative sanction probation
- Experience with similar international projects in the area of penitentiary system would be an advantage.
