In the framework of an EU funded project in Turkey Technical assistance for support to the local Human Rights Boards and women’s rights awareness, CILC is looking for candidates for the following Key Expert positions.

Key Expert 1: Team Leader:
The Team Leader will have overall responsibility for the project, including primary contact with the stakeholders concerning whether project activities are meeting the agreed objectives. The Team Leader will be responsible for ensuring that all institutional stakeholders are kept informed of the activities carried out under the project, and of project results.
The team leader will be responsible for coordinating the Project’s management and implementation, and liaison with the Contracting Authority and the Turkish Human Rights Institution managing the TA team (including logistics) and drawing up the team’s schedule of activities. He/she will also be responsible for checking that the project outputs are in accordance with the Terms of Reference and the work plan and preparing and delivering all reports and other deliverables. Advising the Contracting Authority and the Turkish Human Rights Institution on any issue likely to affect the financial resources or the scope of the activities foreseen and defining measurable indicators for subsequent programme monitoring and evaluation are also counted in his/her responsibilities.
Qualifications and Skills:
- University degree in one of the following fields: public relations, journalism, media studies, business management, economics, public administration or social sciences (In the absence of the required degree, a minimum of 15 years of working experience related to this contract is required).
- Good command of spoken and written English.
General Professional Experience:
- At least 15 years of professional working experience is required.
- Experience in project/programme management as having a management position such as being a Team Leader/Deputy Team Leader/Project Manager in at least two projects.
Specific Professional Experience:
- Minimum 10 years of experience in human rights issues is required.
- Experience in I project related with the EU Human Rights Criteria and/or the institutional functioning of Human Rights.
- Experience in policy development, legislation and implementation of human rights issues.
Key Expert 2: Human Rights Expert:
He/she will be the person who will be responsible for supporting the development of standards of human rights complaints taking mechanism throughout Turkey so that human rights violation claims are processed identically among all the Human Rights Boards (Bureaus). He/she will also be responsible for identification of key professional associations in human rights area, and developing key materials on human rights besides training the HRB (Bureau) staff and HRB (Bureau)’s Desk pers01mel on the standards of complaints taking procedures.
This expert will also be responsible for the training of the concerned staff on human rights in general and on women’s and children’s rights in particular at several stages of the Project. Contributing to the organizing of the trainings and meetings at different provinces across Turkey during the implementation of the project, analysing the training needs and job profiles and proper analysis of the implementation strategy for trainings will be under his/her responsibility.
Qualifications and Skills:
- University degree in one of the Human Rights related fields such as; public administration, law or social sciences (In the absence of the required degree, a minimum of 15 years of working experience related to this contract is required).
- Good command of spoken and written English.
General Professional Experience:
- Minimum 10 years of professional working experience is required.
Specific Professional Experience:
- Minimum 5 years of training experience including designing, implementation and evaluation of trainings in the field of human rights.
- Experience in at least 2 projects as an expert or related position responsible from EU Human Rights standards and/or human rights complaints.
- Experience in human rights related issues in Turkey.
Key Expert 3: Public Relations and Campaigns Expert:
S/he will work closely with the THRI staff and one non-key expert to be recruited specifically for communications/advocacy activities. In particular, the Key Expert 3 will work in close contact with the Team Leader and be responsible for coordination and quality control of the activities under Component 3 and will provide professional input for Components 1 and 2. In this respect, Key Expert 3 will provide expert advice to the Beneficiary and will be responsible for carrying out the awareness and public campaigns. S/he will work with the other key-experts and non-key experts, bringing together international and national expertise with specific sector expertise and knowledge of the situation in Turkey.
Qualifications and Skills:
- University degree in one of the following fields: public relations, journalism, media studies, business management, economics, public administration or social sciences (In the absence of the required degree, a minimum of 15 years of working experience related to this contract is required).
- Good command of spoken and written English.
General Professional Experience:
- Minimum 10 years of professional working experience is required.
Specific Professional Experience:
- Experience in at least two projects as an expert or related position responsible from planning and designing awareness and campaign activities.
- Experience in the development/production of communication and advocacy instruments and materials for awareness-raising campaigns.
All experts must be independent and free from conflicts of interest in the responsibilities they take on. Knowledge of Turkish is an asset.
