CILC and the Academy for Legislation conducted the third round of the training on legislation within the framework of the Matra South Program of the Ministry of Foreign Affairs of The Netherlands. CILC and the Academy for Legislation implement this program under the guardianship of Agency.NL of the Ministry of Economic Affairs.
23 participants representing Egypt, Jordan, Libya and Tunisia attended the training which took place in The Hague form 11 until 21 May 2014. Leading Dutch legislative experts acquainted the participants with the Dutch legislative system and the legislative process. They explained the Dutch mechanisms for guaranteeing the quality of legislation and the tools and resources at the disposal of the legislative lawyers. In order to enhance the understanding and absorption of the various legislative techniques, the experts involved the participants in practical group assignments. The participants also visited the main actors in the legislative process in the Netherlands i.e. the Council of State, the Second Chamber of the States General and the Ministry of Security and Justice. Building further on last years’ evaluation, the participants prepared a presentation on their country’s legislative system, which was discussed in a comparative approach. The training was interactive and it included constructive exchanges of views and expertise between the participants and the Dutch experts.
The second part of this training will take place in late September 2014 in Tunisia. The newly adopted Tunisian constitution will be analysed as a study case. In addition, each group will deliver a presentation on their back home assignments of the training session in The Hague.
