Project description
The objective of this project is to improve the enforcement procedures in Albania, in terms of the organisation of the judicial system and the bailiffs, as well as concerning legislation in force.
The Albanian enforcement system relies on the coexistence of private and public enforcement agents, whose respective competences are not always clearly delimited. Appointed and controlled by the Ministry of Justice, the private enforcement agents have national competence and are primarily seated in Tirana (80% of 150 private enforcement agents). Their main clients are banks, who exercise a strong influence over public authorities. The work of public enforcement agents is largely limited to the recovery of outstanding fines and taxes, but they are looking to regain the confidence of citizens and extend their scope of activity.
An exploratory mission to Tirana has taken place in 10-12 March 2014, allowing for a more precise definition of activities to be carried out as part of the twinning, their duration and the required expertise.
