CILC is looking for four (4) key experts for the tender Civil Society Participation Programme (co-financed by the EU “Programme for Legal Empowerment and Enhanced Justice Delivery”) in Zambia. International long term expert (ILTE): Team Leader – 43 person-months
Profile:
- Provision of technical and organizational advice on the cooperation between state institutions and NGOs in the justice sector at national and subnational level
- Management of the consulting team in line with the CSPP’s approaches and strategies
- Participation in the management and monitoring of the overall CSPP
Key qualifications
- Advanced university degree in law, social sciences or related areas
- At least 7 years of practical experience in Sub-saharan Africa in capacity development in the justice sector
- At least 3 years of experience in the management of multicultural teams
National long term expert (NLTE): Senior (Para-)Legal Advisor – 42 person-months
Profile:
- Provision of technical and organizational advice on paralegal services (establishment of paralegal help desks in subordinate courts, prisons, police stations and in communities)
- Providing expert advice and backstopping to provincial coordinators (Ndola and Livingstone) as well as to State institutions (MoJ, Judiciairy, Legal Aid Board etc.) and paralegal service provider (CSOs),
- Providing expert advice on paralegal training curricula development to training institutions
- Assisting paralegal service providers in outreach activities related to awareness raising on civil rights and possibilities to utilise paralegal services
Key qualifications
- Advanced university degree in law, bar certificate or equivalent
- At least 5 years of practical experience in the field of law
2 x National long term experts (NLTE): Provincial coordinators (Ndola and Livingstone) – 42 person-months
Profiles:
- Facilitation of trainings and developing capacity of paralegal service providers (technical, organizational and methodological advisory services)
- Preparation of change projects and related financing agreements with local paralegal service providers, implementation of approaches defined
The ILTE and the first NLTE are to be based in CSPP’s central office in Lusaka with frequent travel to the three provinces. The other two NLTE are to be based in the offices of partner organizations in Ndola (Copperbelt Province) and the regional CSPP Office Livingstone (Southern Province) respectively.
